Yes, you can change your plan at any time. Upgrades take effect immediately, while downgrades take effect at your next billing cycle.
No, your add-ons (like dedicated IP) are preserved when you change plans. They'll continue with your new plan.
For upgrades, you're charged the prorated difference immediately. For downgrades, you get a credit applied to your next billing cycle.
